Water phase system: pre-dissolve in hot propylene glycol (1:3 ratio, 60℃)
Oil phase system: heat with oil to 80℃ to dissolve

Pentylene glycol 2.0%
Key control points:
Avoid direct mixing with high concentration non-ionic surfactants (may reduce activity)
